The first quarter of every year is traditionally slow largely due to the cold weather in many Regions, but this is a good time to begin planning projects for the year.

It seems like everyone is planning on the upcoming European Rifle Championship in Hungary. We expect participation to far exceed all previous records. National and European television will be on site so be sure athletes have their national shirts for the match and smart uniforms for the Opening ceremonies.


EXECUTIVE COUNCIL MEETING

This year our IPSC Executive Council's meeting was convened in Hungary a couple of days before the Bukk Mountain Rifle Match. The first day of the meeting was devoted exclusively to our prospective membership in SportAccord (formerly known as GAISF). A letter of intent was drafted and sent to the President of SportAccord, Mr Marius Vizer (see text below).

We will begin working immediately on the SportAccord membership application which requires considerable information from all of our national federations. A questionnaire will be sent out shortly to the each Regional Director to help us complete the application questions.

Dear President Vizer:

By this letter, the International Practical Shooting Confederation
(IPSC) wishes to seek membership as a non-Olympic international sport federation within SportAccord.

IPSC applied for membership under the General Association of International Sport Federations (GAISF) in 2003. However because of internal issues within GAISF, none of the candidates for membership that year, including IPSC, were accepted for membership. We later received a letter from GAISF informing us that IPSC could reapply at the 2006 GAISF Assembly in Seoul, Korea. IPSC made a presentation to the General Assembly, but once again no candidates were accepted.

IPSC rules, regulations, physical demands, and competitive challenges fully meet the definition of sport as established by SportAccord.
IPSC is a fast, exciting, and dynamic sport. It imposes physical demands on athletes who must move from target to target rather than shoot from a static, fixed position. IPSC shooting is not only a challenge to coordination, but also to the human mind. In fact, IPSC is the only shooting sport where the competitor moves through a series of complex targets that change with each stage of the competition. Our competitive objective is "speed, power and accuracy."

Because of the movement of our athletes, combined with the fact that each stage is different in terms of target placement, challenges, and design, the sport has a broad international appeal. We are recognized by sport federations in 90 countries throughout the world. Since the founding of IPSC in 1976, seventeen World Championships have been held and a much greater number of Continental Championships.

Please advise us of the application form that should be used and the deadline for its submission.

Exciting times...


IPSC SYSTEM IMPROVEMENTS

The team has been working on two new system improvements that will certainly be welcomed by competitors and match organizers.

The first improvement is Fast Track for competitor registration.
After the Regional Directors register their members for a designated Level IV or Level V match, the system will automatically send an email to each competitor four weeks ahead of the match date asking the competitor to confirm their personal details.

If the competitor confirms everything is 100% correct, they will receive a unique number (PIN). On arrival at Match Registration, competitors can proceed straight to the Fast Track line and use their PIN for instant processing. This will help save as much as two hours of waiting.

Fast Tract is now in place and will be available for the European Rifle Championship and the Shotgun World Shoot.

The second improvement is the Post Match Report. As soon as match results are uploaded, a new option will allow the match organizer or Range Master to submit the Post Match Report on-line. This will make the Post Match Reports in the future a lot faster and simpler.
