Много промени

- отпада модифайд при пищовите
- нова дисциплина - мини райфъл - за .22 LR - металните мишени са с размер 5/5 см на 5 м разстояние
- променят се броя на изстрелите в курсовете на стрелба: къс - 12; среден 24

и много много други идеи:

като прегелдах смомо по диагонала мога да кажа, че правилникът е много интересен. все пак са останали някои неща за промяна.

най-хубавото е, че официално вече го има 1911.

при тва положение мислче да обявя в скоро време поне две цеви за продажба :happy:

ПЪРВИЯТ КОМЕНТАР С ПРЕДЛОЖЕНИЯ:
Dear Bob;
Firstly- allow us to commend the committee on a truly Herculean task-well done. There are quite a few changes that are long overdue and we really appreciate them being addressed at this time. We realize that hundreds of man hours were put into this task and your efforts do not go unnoticed. Thank you very much.

Unfortunately, I must address the rule changes that we strongly disagree with first, so as to not water down their importance.

1.2.1.4 Please leave the balance as a recommendation. Changing this rule will result in a massive wave of unsanctioned “IPSC” matches as clubs choose to run the same level of competition without IPSC’s name behind it.

2.2.1.4. Please change “Should” to “Must”. Having “Should” in this case will result in fault lines on concrete floors made out of tape. Removing the note “they should be of a length sufficient to cover the areas most likely to be used by competitors” will result in undue confusion for both officials and competitors. Please put it back in.

4.2.1& 4.3.2.2 – Prohibiting “mini” versions of our targets to be used with their full sized counterparts severely restricts course design possibilities. While we understand that some regions are under pressure from anti-firearm organizations to not present these target arrays, we do not believe that it should hamper the abilities of the rest of the world to offer challenging course design. I have a compromise to our objection that I believe will cover all concerns;

Please make the following rule changes;

4.2.1 There are two sizes of paper targets approved for use in IPSC Handgun matches (see Appendix B). The IPSC Mini Target is intended to simulate full size IPSC Targets placed at greater distances. The two sizes may only be included together in the course of fire with permission by the regional director.

4.3.2.2 IPSC Mini Poppers are used to simulate IPSC Poppers placed at greater distances. The two sizes may only be included together in the course of fire with permission by the regional director.

10.5.5. We completely object to this rule change; a sweeping exemption must remain for the holstering and drawing of a pistol. With this change, all non-race holsters will immediately become prohibited; significantly reducing the availability for lower cost entry to our sport. It will eliminate all “practical” holsters as well, (And are we not the International Practical Shooting confederation?) Using a “race” holster will still allow for a holstering DQ- as even the slightest movement of a foot puts it in line with the barrel. After millions of safe draws and re-holstering under existing rules we see no need for this change to our rule book, and expect that if introduced, it will be practically unenforceable.

Appendix E4 – We object to the change of trigger pull weights in Production Division. This division has existed for eleven years with a five pound double action trigger pull as its criteria. Imposing a single action trigger pull limit would have been proper in the divisions’ infancy, but too many competitors and vendors have set up their equipment to the standards imposed by IPSC. It would be simply unfair to change the rules at this time.

We believe that these rule proposals need additional “tweaking” or modification.

1.3.2 is open to far too much interpretation. Do not include it unless more clarity of “illogical” or “impractical” are defined.

1.2.2.1 Standard Exercises should not be removed from our sport.

2.4.2.4 -Something along the line of "all safety areas must have a completely delineated area, hence a front (table), sides, and a back. All permitted safety area actions MUST be conducted within this delineated safe area. Violation will result in MDQ under (current) rule # 10.5.1” should be added. I.e. there are too many people pushing the limits of safety areas doing practice draws from 5 - 6 feet back and running up and drawing, etc...

4.1.2.1 Now allows for white “shoot” targets. This is just wrong. Leave the target color definition as is.

5.2.4 The word “should” has to be changed to “must”. If we are going to allow ammo/magazines to be carried in the pocket then we should clarify the following: If a competitor carries a magazine in their pocket they must still comply with their division requirements. IE Standard and Production division Rule 5.5.2 should be referenced with this rule.

10.2.6 This rule has become outdated by the common technology we use to time our sport; i.e. instant start timers. If a creeping penalty is assessed, that means that RO started the competitor in the wrong start position. This rule should be deleted.

10.2.8 This is an unnecessary change.

Appendices

“Classic” Division. While we believe that creating a division for the most popular handgun that is not competitive in IPSC would be a good thing; this division’s criteria has missed the target. The only thing that makes this division different from Standard division is that it has to be a single stack gun. The division does not offer enough differences from Standard Division to make it significant and is therefore not needed. Unless more differences from Standard are included, (i.e. A capacity connection to major power factor, prohibiting thumb rests, full length dust covers, bull barrels, slide lightening) we cannot support this.

Any reference to 357 Sig should be expanded to include variant calibers. I.e.: 9x40, etc.

Again, thank you for your efforts, you can assume that we approve of all the other changes that you have proposed, and we appreciate all the work that has gone into this project.

First of all, thank you for bringing this huge work to us. But there are
some points that would need to be revised or discussed before the GA:

1.2.1.4 - The 3:2:1 balance should still be left as a recommendation.

« No point to force the shooter to adjust his sight on the floor, this does
not save time for organization, and there are no safety issues! »

10.5.5 This rule MUST be canceled! This is the end of competitions. Every
shooter will be soon or late Dqed, so no more remaining shooter in the
results. Why travelling and spending so much money if it's to be Dqed on the
first or second or luckily on the third stage? CANCEL please!


Appendix D4: Production Division
Why creating new barriers to production division when there are still enough
of them which are right now hardly enforced.
We do not agree to have a SA trigger pull weight.
Changing DA pull weight is not necessary but we don't see objections if
majority decide to change.

Appendix D: Classic Division
This is no more than a standard division in single stack... No point!
If a single stack division is wished, it should be based on the history, and
if I am not mistaken, single stack guns are Colt firearms based. By the
history, those guns were manufactured in 38 Auto ( 1900), .45 ACP( in 1905
maybe before ) and 9mm ( around 1920).
So we believe that major caliber should be .45 ACP and minor should be
minimum 9mm caliber.
No slide porting or barrel porting
No electronic sight and no optic fiber sight ( Optic fiber was not existing
in the 1900 years )
No bull barrel
mag capacity of 10 rounds max, but mag tube must not be longer than frame
while being inserted in the gun. Base pads increasing capacity are
prohibited.

Regarding magwell, either we let the use of magwells, but no restriction
needed about sizes ( it makes another control to be done, and slows down
once more the gun check) it has to fit the box. Or either the use of magwell
is prohibited.

Agree for power factors lines
Agree for having the gun tested inside the box with empty mag inserted.

Thanks you very much for all the effort put into this rules revision. This is my first intervention in this kind of job. As my fellow RD´s said, I agree that many points should be discussed in a separate motion before the GA:
1.2.1.1; 1.2.1.2 and 1.2.1.3 new text will give us more flexibility to organize and obtain sanction of high level matches, and of course it will be much interesting for competitors.
1.2.1.4 this balance should be left as a recommendation.
4.2.1 This restrict the possibility of a Region, to offer a combined COF. I mean, around the world, not all the ranges has long and wide facilities, and the use of both targets, gives the opportunity to make a balanced difficulties Match.
4.3.2.2. Same as 4.2.1.
8.7.1 Please allow to take Picture of an optical sight in real conditions, not in the holster or pointing to the ground. Only on one target. Dry firing: why not?
10.5.5. I think this rule can fall under a “subjective criterion” of the R.O. Also all competitors using practical holsters can be harmed with this new text. The original text was fine.
Classic Division: 9 mmm for minor and 11,25 (45 acp) for major. Eight and nine rounds per magazine. No ported slides, no rackers, not thumb rest, not bull barrels, short frame. Minimal magwell is necessary to be allowed.
Tested inside the box with empty magazine.
357 sig caliber: Argentina support this caliber for major factor for those Regions banned to use bigger calibres.
Shotgun Rules:
5.2.3 I don´t agree. Should´nt be modified the original text.
5.2.3.2. Same
Mini Rifle:
Argentina support this new discipline. In fact we are running non official matches since 2009. It´s very restricted to obtain a licence for a big caliber rifle. Agree with 30 rounds maximum per magazine.

Dear Bob,

I agree with the statement made by our fellow RD from the UK.

Proxy forms ought to be sent out clean, without influence from the executive council. Allowing all eligible voting RDs to make their own educated decisions without bias. Should RDs choose not to exercise their rights to put forward their proxy votes, then it be taken to the floor and be voted upon.

Dear Bob;

We realize the numerous man hours that had been put into this task and your efforts are not unnoticed. Thank you very much. There are certain concerns which we believe ought to be revisited or put in as a separate motion before the GA.

1.2.1.4 - The 3:2:1 balance should still be left as a recommendation. Match organizers are investing their own time and money in order to produce and give a great match experience. Allow these match organizers the leeway to produce a great balanced match. 18 short courses in a WS, having flown half way round the globe is rather disappointing.

1.2.2.1 - Standard exercises should not be removed from our sport. As an option available to course designers, used in great effect to test shooting skills in any level of IPSC competition.

1.3.2 - "deemed by IPSC to be Illogical or impractical". Should not be included as too ambiguous, unless more clearly defined.

4.2.1 & 4.3.2.2 - Not allowing usage of poppers of different sizes restricts a course designer ability to offer a different dimension to their COFs which everyone enjoys. In respect to political correctness, Regions unable to so so, just be thankful that they are still able to once out of their borders.

8.7.1 - Taking a sight picture for adjusting the intensity of an optical sight does not take up any more time compare to pointing at the ground. Conditions can change very quickly from the safety range to the start point.

10.5.5 - Render immediately all low cost, duty type, non race holsters illegal and obsolete. Seated and holstered starting positions will also become a thing of the past.

Appendix D? - Classic Division. Having a Division for the most popular handgun ever. Putting that pistol stashed in the dark corner of the gun safe, back into relevance for sport shooting has to be encouraged. But stay true to the spirit of "Classic". ie. Single Stack. Minimum bullet caliber .45ACP. 8 rounds magazine capacity limit. Bull barrels prohibited. Short dust cover and etc

Appendix E4 - PD trigger test. If its not broken, why fix it? What purpose would it serve now?

Modified Division - Should the removal of MD be based on its relative small numbers, then in that case we ought to look to also remove Revolver Division, which incidentally has ever smaller numbers. I would only hope the Classic Division does not share the same fate.

Retirement of pepper popper - The pepper poppers has for us always added a different dimension to the challenge. Making it more fun!

Again, thank you for your efforts, you can assume that we approve of all the other handgun changes that you have proposed, and we appreciate all the work that has gone into this project.
